Notrump bids emphasize the lower unbid suit (♥) while cuebids (2♣) and dbl emphasize the higher unbid suit (♠). Also, the more bidding space a call takes away, the more offensive it is. Dbl could be 4-4, or, by an unpassed hand, a very strong one-suiter.

If you are a passed hand, and pard couldn't act over 1♣, isn't it a bit risky to go
to the 2 level by yourself, when the opps might not even have a fit?

Yes, which is why this is a very uncommon auction.

yep.
I actually perpetrated this auction online in a BBO match a few weeks ago, except it was p p 1D p 1H. I had KQTx QJT9xx x xx I think, and even that was questionable, and I believe it was the first time I had ever seen a passed hand bid 2 of RHOs suit.
I still think it's better to have that option than 5 different ways of bidding the majors as a passed hand.
