Meaning of this double

Josh's slam lead thread reminded me of a discussion I had last night:

The opponents are cruising along in a slam auction and we are passing.

Do you have any agreement on what this double means:

(1♠) - (2N)
(3♠) - (4N) - Dbl?

I vaguely recall Rodwell doubling over a 4NT intended as keycard in a similar-ish auction some point months ago on vugraph and he appeared to intende it as purely random just to test the opponents' keycard over interference methods.
The difference between theory and practice is that in theory, there is no difference between theory and practice, but in practice, there is.

"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

if opps have no agreement about this double, does it make sense to play xx as business? (i.e. adjust the ropi/repo/whatever else you play to account for opps nuisance action?)

Yes.

They will normally double only when they dont expect you to make 4NT. Of course if responder redbles to show x keycards, asker can chose to pass it. If responder passes and asker then redoubles, I suppose it should be business.
