Ok, if this isn't unanimous, no bidding poll on BBF will ever be.

hotshot, if this is really how you play it (4S weaker than 3S), you should alert your jumps to 4S.

This is very non-standard. Jumps over an enemy preempt should show extra strength. If you have to double with strong one-suiters, you may well have to introduce you suit at the 5-level.

With a weak hand, just pass. You can always sac in the next round if that's what you want.

I voted for 3 but I think pass is reasonable. It's quite likely that nobody can make anything.

Actually, this hand brings about some bad memories. At an international tournament, both red, I once held something like

pass 3 .. 3 . dbl

and now we go -800.

This sort of stuff happened for 10 days in a row at that tournament, which is why I'm pretty sure Directors selected some hands. I mean.. 50% of the hands were misfits and the rest magical fits? gimme a break...
